The biblical explanation
Four kingdoms and divided Rome
Historicist interpretation identifies the four beasts with Babylon, Medo-Persia, Greece, and Rome. The ten horns represent Rome’s divisions. Babylon, Medo-Persia, and Greece have textual identifications or connections in Daniel; the full sequence and later applications require interpretation.
The horn’s characteristics
Daniel 7 describes a horn arising among the others, speaking against God, persecuting the saints, and seeking to change times and law. These characteristics, rather than a single isolated feature, form the historicist argument for the papal-system identification.
Time, times, and half a time
Revelation expresses a corresponding period as forty-two months and 1,260 days. Applying the day-year principle to these symbolic expressions gives the 1,260-year interpretation. The usual 538–1798 dating is a historical application, not an explicit pair of dates supplied by Daniel.
The kingdom belongs to Christ
The vision culminates in judgment and the kingdom given through the Son of man. Its purpose is not hostility toward individual Catholics, but assurance that oppressive power does not have the final word.

Alternative interpretations
Other horn identifications
Many non-historicist interpreters identify the horn with a ruler in antiquity or with a future end-time ruler rather than the historic papal system.
How Seventh-day Adventists Understand This
Seventh-day Adventists identify the little horn with the historic papal system by comparing its characteristics, the succession of kingdoms, and the 1,260-year application. This is a historical interpretation of the symbols, not a name supplied by Daniel or a condemnation of individual Catholics.
